ANNEX 3: Theme: Land Use

The ‘Inspire Data Specification on Land Use’ (see https://inspire.ec.europa.eu/id/document/tg/lu) has been designed so as to describe territory according to its current or planned functional dimension, or its socio-economic purpose – such as residential, industrial, commercial, agricultural, forestry or recreational areas. Within the land use (LU) specification, a distinction is made between the current or existing land use (ELU) and the future or planned land use (PLU).

1. Application schema: existing land use

Existing land use is defined as the objective depiction of the use and functions of a territory (a partition of a given area) as it has been and effectively still is in real life.

Planned land use is derived from spatial planning, such as has been prepared by or on behalf of planning authorities (as planning clients), and which describes the legally permissible use of the land that is possible in the future.

Saarland State Development Plan

The Saarland State Development Plan defines the goals and principles involved in state development planning. The State Development Plan is intended to coordinate and secure land-use claims to the territory and the spatial distribution of individual usages while taking supra-local considerations into account.

Saarland Landscape programme (LAPRO 2009)

The Saarland Landscape programme contains the Land's planning for the subject area of nature conservation. It presents what is required for the protection, maintenance and development of nature and landscape.

Zoning plans from Saarland local government areas (LGAs)

The approach taken to provisioning land-use plans currently envisages (according to the ‘raster and encircle’ scenario, see the GDI-SL land-use plan guide for details) providing the georeferenced and excerpted zoning plan, the digitalised applicable scope and, in addition, the entire original plan as a PDF download.

The Geoportal allows LGAs to provision INSPIRE-compliant versions of the scanned-in and legally binding zoning plans. As of now, the vector-based encircling (applicable scope) for zoning plans has been transformed into the INSPIRE PLU application scheme.

The responsibility for zoning plan data is always held by the data controller, i.e. the LGA as the manager of the spatial data. At the moment, the legally binding nature of the data used must therefore be clarified directly with the data controller. The terms and conditions of use for the data provided are defined in the metadata.
