ANNEX 3: Theme Land use
The „Inspire Data Specification on Land Use“ (see https://inspire.ec.europa.eu/id/document/tg/lu) is used to describe areas according to their current or planned future function or their socio-economic purpose, such as residential, industrial or commercial areas, agricultural or forestry areas and leisure areas. Within the data specification „Land Use“ (LU), a distinction is made between Existing Land Use (ELU) and Planned Land USE (PLU).
1. Application scheme Existing Land Use
The existing land use is defined as the objective representation of the actual and real existing use and functions of a spatial area.

2. Application scheme Planned Land Use
The planned land use results from spatial plans, which are drawn up by planning authorities or on their behalf (planning authorities) and describe legally permissible use of the land that is possible in the future.
Development plans of the Saarland municipality
The concept for the provision of development plans is currently based on the grid and perimeter scenario (see Guide to development plans GDI-SL) the provision of the geo-referenced and cut-out BPlan, the digitized area of application and, in addition, the provision of the entire original plan as a PDF for download.
In the Geoportal, the municipalities are enabled to provide the scanned, legally binding development plans in compliance with the Inspire. The vectorial perimeters (areas of application) of the development plans have currently been transformed into the INSPIRE PLU application scheme.
Die Zuständigkeit für BPlan-Daten verbleibt grundsätzlich beim jeweiligen Datenherrn, also der Kommune als geodatenhaltende Stelle. Bei einer Datennutzung ist die Rechtsverbindlichkeit daher direkt und aktuell mit dem Datenherrn abzuklären. Die Nutzungsbedingungen für bereitgestellte Daten werden in den Metadaten beschrieben.
