Legal basis
Directive 2007/2/EC of the European Parliament and of the Council of 14 March 2007, establishing an infrastructure for spatial information in the European Community (INSPIRE), entered into force on 15 May 2007. This Directive creates a legal framework for the transboundary and cross-administrative utilisation of spatial information.

- INSPIRE Directive: DIRECTIVE 2007/2/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 14 March 2007 establishing an infrastructure for spatial information in the European Community (INSPIRE)
- ‘COMMISSION DECISION implementing Directive 2007/2/EC of the European Parliament and of the Council as regards monitoring and reporting’ was published in the EU’s Official Journal on 11 June 2009and is effective from 5 June 2009.
- The Directive must be transposed into national law by Member States within the space of two years. In Saarland, the Saarland Spatial Data Infrastructure Act entered into force on 1 July 2009.
Implementing rules
The basis for establishing the infrastructure is formed by implementing rules (IRs). A total of five such rules have been defined for INSPIRE.
